The Cook Islands has achieved a historic milestone, hosting the Executive Vice Minister of Foreign Affairs of the People’s Republic of China (PRC), His Excellency Dr. Zhaoxu Ma, marking the highest-level visit from PRC Government. The visit coincided with the dedication ceremony for the Te Mato Vai (TMV) Project, the largest infrastructure initiative in the nation’s history.
Prime Minister Mark Brown welcomed H.E. Ma and his delegation, including His Excellency Wang Xiaolong, PRC Ambassador Extraordinary and Plenipotentiary to the Cook Islands to celebrate the achievements of the TMV project, which highlights the strength of international cooperation and the Cook Islands’ commitment to a sustainable future.
Te Mato Vai: A symbol of progress and sustainability
The TMV project has transformed Rarotonga’s 100-year-old water network, ensuring reliable access to clean and safe water for future generations. “This project is more than pipes and reservoirs—it is a commitment to a stronger, healthier, and more resilient nation,” said Prime Minister Brown.
Key achievements of the TMV project include:
- Construction of ten state-of-the-art water treatment plants, significantly improving water quality.
- Collaboration between local and international contractors, fostering skills development and community involvement.
- Successful engagement with landowners and traditional leaders to secure support for sustainable development.
The TMV project exemplifies the benefits of tripartite collaboration between the Cook Islands, New Zealand, and China. “Together, we’ve delivered a project that not only meets the needs of today but safeguards the future of Rarotonga’s water supply,” added the Prime Minister.
Prime Minister Brown extended heartfelt thanks to the Governments of China and New Zealand for their financial support and technical expertise. He also acknowledged the contributions of local contractors, engineers, and landowners. “This success is a testament to what we can achieve when we work together in pursuit of a common goal,” he said.
Strengthening bilateral relations with China
During the bilateral meeting, Prime Minister Brown and Executive Vice Minister Ma explored opportunities to deepen cooperation in critical areas such as economic development, agriculture, health, education, infrastructure, cultural exchange, and climate change response. Officials are working towards finalising a Comprehensive Statement of Partnership and a State visit by the Prime Minister to China next year.
“This agreement will represent a new chapter in our partnership,” said Prime Minister Brown. “Together, we will build on our achievements to deliver even greater benefits for our people.”

The Cook Islands Government remains committed to strengthening ties with international partners while ensuring the prosperity of its people.
